The state of Texas added $15.3 million in incentives to the geographic value of a location east of Brownsville that will allow SpaceX to have greater control over the timing of its launches. The company has said it plans to launch 12 rockets a year from the Boca Chica Beach, a short walk from the Gulf of Mexico and just a couple miles north of the U.S.-Mexico border.
Gov. Rick Perry鈥 office said Monday it will provide $2.3 million from the Texas Enterprise Fund. The state will offer an additional $13 million from the Spaceport Trust Fund to the Cameron County Spaceport Development Corp. to pay for infrastructure development.
鈥exas has been on the forefront of our nation鈥 space exploration efforts for decades, so it is fitting that SpaceX has chosen our state as they expand the frontiers of commercial space flight,鈥?Perry said in a prepared statement.
SpaceX plans to make an $85 million investment and create 300 jobs. The company already has a rocket testing facility in McGregor that employs 250 people.
Space Exploration Technologies CEO Elon Musk, said, 鈥n addition to creating hundreds of high-tech jobs for the Texas workforce, this site will inspire students, expand the supplier base and attract tourists to the South Texas area.鈥?
Brownsville Mayor Tony Martinez said he always knew Brownsville had a good shot at landing the facility. Locations in Florida, Puerto Rico and Georgia had apparently been considered as well.

Gilberto Salinas, executive vice president of the Brownsville Economic Development Council, said the region鈥 work is just beginning. One of the site鈥 biggest hurdles seemed to be its environmental impact. The site is bordered on three sides by state park land that鈥 managed by the federal government as part of the Lower Rio Grande Valley National Wildlife Refuge. But in late May, the Federal Aviation Administration released a final environmental review that found the project was unlikely to jeopardize the existence of protected animal species and would create few unavoidable impacts.
Rick Tumlinson, co-founder of Space Frontier Foundation and Texas Space Alliance, said in May that SpaceX鈥 establishment of its launch site in Texas would be significant.
鈥hat that means is we could at some point see flights originating in Texas that are carrying astronauts or passengers to the space station, orbital space hotels, to the moon and eventually even we might see human beings boarding spacecraft in Texas and flying to Mars,鈥?Tumlinson said. 鈥hat鈥 huge.鈥?
Carissa Bryce Christensen, managing partner at The Tauri Group, a Virginia-based space and technology consulting firm, said in an interview in April that having its own launch site would give SpaceX predictability.

PORTLAND, Ore. (AP) - For the first time in its history, the U.S. Army Corps of Engineers will have to disclose the amount of pollutants its dams are sending into waterways in a groundbreaking legal settlement that could have broad implications for the Corps' hundreds of dams nationwide. 
  
The Corps announced in a settlement Monday that it will immediately notify the conservation group that filed the lawsuit of any oil spills among its eight dams on the [url=http://www.buycelinebags.com/celine-doctor-frame-42]Celine Doctor Frame Bags[/url] Columbia and Snake rivers in Oregon and Washington. 
  
The Corps also will apply to the Environmental Protection Agency for pollution permits, something the Corps has never done for the dams on the Columbia and Snake rivers. 
  
The settlement filed in U.S. District Court in Portland ends the year-old consolidated lawsuit by the conservation group Columbia Riverkeeper, which said the Corps violated the Clean Water Act with unmonitored, unpermitted oil discharges from the eight hydroelectric dams. 
  
No one outside the Corps knows how much pollution is being flushed into waterways every day. The agency doesn't have to track it and, before Monday, no one with sufficient authority compelled them to do so. 
  
The settlement reflects the recent tack of the EPA regulating the environmental impacts of energy. The agency recently came up with regulations of mountaintop removal for coal and fracking for oil and gas. 
  
As part of the settlement, the Corps admits no wrongdoing but will pay $143,000 in attorneys' fees. The consolidated cases were dismissed. 
  
This is the right thing to do, said Brett VandenHeuvel, Columbia Riverkeeper's executive director. There have been several large, high-profile spills in the last decade that made it harder for them to ignore this issue of oil on the river. 
  
The Corps' Northwest and national offices on Monday referred questions to the U.S. Department of Justice, whose attorneys negotiated the settlement. 
  
Justice Department attorney Wyn Hornbuckle indicated the agreement applies to the eight dams in question, but he did not immediately respond to follow-up questions concerning the national impact of the deal. 
  
The settlement will allow oversight of the dams by the EPA, a responsibility the agency has sought but never obtained. EPA representatives did not immediately return messages or emails seeking comment. 
  
The EPA had the authority to regulate the dams' pollution before the settlement, but it could not compel the Corps to file for a pollution permit. The Corps also will be forced to switch to a biodegradable lubricant for its dam machinery if an internal study finds it financially feasible. 
  
The Corps isn't just a polluter, however. It also is a regulator of pollution under the Clean Water Act. The act grants the Corps the authority to issue permits for the discharge of materials excavated from or put into U.S. waterways. 
  
Under the letter of the law, they have been engaged in unpermitted discharge for years, said Melissa Powers, an environmental law professor at Lewis Clark Law School in Portland. They should have long ago said, 'This is how much we're discharging. Here are the environmental impacts.' 
  
Monday's settlement will force the Corps' hand. To discharge pollutants into waterways, the polluters must obtain permission from state and federal governments. Before the settlement, the EPA knew about the unpermitted discharges from the dams, but the Corps said in letters to state agencies that it is not accountable to the EPA. 
  
The Corps argued in the same letters that disclosing the mechanical workings of the dams [url=http://www.buycelinebags.com/celine-luggage-43]Celine Luggage[/url] as part of an oil-discharge summary could compromise their security. 
  
The Corps doesn't have to report its day-to-day pollution, but it must report spills. That's what happened in January 2012, when it detected slow leaks of 1,500 gallons of oil from its Ice Harbor dam into the Snake River near Pasco, Washington. The spill included toxic PCBs, an industrial insulator that has been shown to be harmful to humans. 
  
In July 2013, Columbia Riverkeeper sued and demanded to know what the Corps was sending into the water and how much of it was going in. 
  
When you're not regulated under a permit, you don't have to say what the impact (of pollution) on water was, Powers said. 
  
Nationally, the settlement could force all unpermitted dams to obtain National Pollutant Discharge Elimination System permits from the EPA. 
  
The eight dams affected by the settlement are the Bonneville, the John Day, The Dalles and McNary in Oregon and the Ice Harbor, Lower Monumental, Little Goose and Lower Granite in Washington state. 
  
Environmentalists will closely watch the type of permit issued by the EPA, Powers said. A site-specific permit likely would include limits that the Corps would have to meet on the amount of oil discharged. 
  
If the EPA instead issues a general permit, environmentalists would be less sanguine about its prospects, Powers said. General permits are less effective in compelling change because they are issued without specific metrics that must be met, she said. 
  
In 2009, the EPA found a host of toxins in fish on the Columbia River, including polychlorinated biphenyl, a potentially carcinogenic synthetic that was banned from production in the U.S. in 1979. 
  
The eight dams use turbines that have shafts and hubs filled with oil or other lubricants. The oil leaks to the surface, along with oil from drainage sumps, transformers and wickets that control water flow.

Chaka Fattah Jr., son of United States Congressman Chaka Fattah and stepson of prominent NBC10 anchor Renee Chenault-Fattah, turned himself in to federal authorities on Tuesday morning. He has been charged with, in part, making false statements to banks to obtain loans, filing false income tax returns, failing to pay federal taxes, and stealing from the Philadelphia School District, according to an unsealed indictment in the case.
Here s what the U.S. Attorney alleges in its indictment:

鈥?Fattah Jr. falsely [url=http://www.louisvuitton-pascher.com]Louis Vuitton Tivoli[/url] obtained business lines of credit from banks and used that money to pay gambling debts, buy jewelry, make car payments, and pay for utilities, clothing, and electronics, among other things. The indictment also claims that Fattah wrote a $17,500 check from a business account to cover gambling debts at Sugarhouse.
鈥?He tried to settle debts with banks for less than what was owed, claiming that his company in question, 259 Strategies, was out of business, when in fact he was earning between $6,250 and $37,500 per month through that company, according to the government.
鈥?He stole funds provided by the federal government to the School District of Philadelphia and then concealed that theft.

Fattah Jr. had been under investigation for more than two years.

And this $600 million funding boost to national security agencies is very much about having enough resources and personnel to keep a watchful eye.
But it s not merely a numbers game. The Australian government has a responsibility not to knowingly allow its citizens to wreak bloody havoc in the world.

With upwards of 150 Australians suspected of fighting in Syria and Iraq, there is also the threat posed should they return home.
But again, this type of danger is not without precedent. The concern in years gone by was over Australians fighting in Afghanistan or Somalia. The success of a clinical trial of multiple myeloma drug Kyprolis will likely mean that the medicine will remain on the market and serve to ease investor concerns about the biotechnology company鈥 management team.
Amgen acquired Kyprolis when it purchased Onyx Pharmaceuticals for $10.4 billion last year. At the time, the medicine, which was seen as the key to the deal, had only been granted a conditional approval by the Food and Drug Administration based on a study without a control group [url=http://www.saclouisvuittonhomme.com]Sac Louis Vuitton Brea[/url] in which 23% of patients who had failed other therapies responded to the new drug.

What do you do with an old prison? asked Butch Anderson.
Nearly 100 people in Morgan County lost their jobs when the High Plains Correctional Facility ceased operations. Anderson has been one of the only people who kept working there, and his job was just to keep the building from falling apart.
Our local businesses really did take a hit, he said.

I think we owe the citizens of Philadelphia a much more comprehensive and holistic approach, Nutter told the paper.

At the sentencing hearing, one victim spoke regarding the effect of the robbery on himself, the other store employees, and the business. He mentioned that several customers were in the store at the time of the robbery, including two young children.

One of the local stories that's captured my attention is the mystery of what happened to Jennifer Huston, the missing Oregon mom potentially spotted in the San Juans.
The 38-year-old woman was last seen last July 24 running errands. A search was conducted in Yamhill County, Oregon, and along the Willamette River.
Huston's family says she spent time in the San Juans in the past. She grew up in Tacoma and Gig Harbor.
Huston was last seen driving in her Lexus SUV. She stopped off at a gas station to top off the tank, get a little bit of trail mix, then she just disappeared.

OAK CREEK (WITI) The two-year anniversary is this Tuesday, August 5th. Two years ago, a gunman opened fire inside the Sikh Temple in Oak Creek. When all was said and done, six people had lost their lives, and four others were injured including Oak Creek Police Lieutenant Brian Murphy the first officer on scene.
Members of the Sikh Temple of Wisconsin in Oak Creek spent the weekend paying homage to the victims of this tragedy.

Bob Stovall: Following an abrupt stumble in late July we expect the market to move somewhat higher during the rest of 2014. The market has had a remarkable ascent that began 64 months ago 鈥?the fourth largest run since prior to the crash of 1929.  Year-to-date as of July 31st, the S P 500 is up 4.5%. Beneath this is an epic tug-of-war being played out on Wall Street between the bulls and the bears.  The struggle is being waged on a somewhat shaky playing field.  At a time when the economy is experiencing its weakest recovery out of a recession ever, this tepid recovery still continues to trudge ever higher. For example, business investment is rising. Residential construction is higher. Unemployment numbers are low.  The job rate is [url=http://www.saclouisvuittonhomme.com]Sac Louis Vuitton Neverfull[/url] growing.  Industrial production is rising.  Monetary policy is still accommodative.  The Feds鈥?meetings aren鈥檛 scary anymore.  Government spending has shrunk meaningfully relative to GDP.  The yield curve is positively sloped.  Long-term interest rates are negative, and corporate profits, despite Wall Street fears and contrasting contradictory forecasts, are rising.
Bank lending to business is strong. At best, this is a reflection of increasing confidence.  At worst, it is a harbinger of modest inflation pressures.  The Fed has stated it would prefer inflation to be higher 鈥?2% is their number.  So you鈥檝e got a case here where the current recovery is the only one in history to occur alongside of zero growth in federal spending.  Federal revenues, in contrast, have been rising steadily 鈥?something that is fairly typical during recoveries.
Spending has not increased at all for the last five years, but revenue has climbed by almost one trillion dollars 鈥?with a T.  Spending as a percent of GDP is back down to just about 20% 鈥?close to the average of the last several decades.  Strong revenue growth is a good sign that the economy is nowhere near a recession.  A weak economy simply does not generate this kind of growth in tax revenues.
This is a very welcome development. So as usual, it鈥 easier to build a bear case for U.S. securities that will at some point disappoint investors and easier to be a bear than a bull.  But for the war-weary 鈥?and there are plenty of wars around 鈥?there seems to have been nothing but an endless stream of bad news on the U.S. political and international war fronts.  Iraq is imploding.  Russia menaces what is left of the [url=http://www.saclouisvuittonhomme.com]Sac Louis Vuitton Palermo[/url] Ukraine. The Palestinians and the Israelis have been duking it out with rockets and aerial bombardments.  The casualty pictures on television are disturbing and the southern border of the U.S. is starting to look like the entrance to Walmart on Thanksgiving night.
So what to expect? Performance will hinge on growth and earnings reacting accordingly.
Perhaps the best anybody can predict at this point is that by some valuation measurements, the market may look toppy.  But it can easily get toppier.  In other words, from this observational perspective, there鈥 no need to head into an investment bomb shelter.
Wally Forbes: So you鈥e a bully, not a bearboy?
Stovall: I am on the bull side, not the bear side, absolutely 鈥?despite the usual cautionary utterances that you鈥e required to make to yourself and to your audience.
So moving on, I have a few stocks for investors to consider. First, L Brands (NASDAQ: LB) 鈥?which was called Limited Brands.
It is a famous company that does fashion retailing. It is very popular with the ladies. Price is about $58, $59 a share, and it pays a dividend of $1.36.  The PE is 17 to 1, depending on whether you鈥e looking at last year or 2014.  It鈥 had a steady but not dramatically rising price pattern for some time.
Total sales are rising at a rate of about 4% to 5%, and the company is targeting a low single-digit growth in same-store sales. It鈥 doing its job of helping the lovely ladies in its marketplace look even lovelier.  So I like it.  It has a good record, pays a dividend and is not excessively pricey.
The next one I like is a large diversified investment manager called Invesco (NYSE: IVZ).  Invesco is highly ranked by the analysts who follow it.  It offers an array of investment options to individuals and institutions.  It has offices around the globe, nearly $800 billion of assets under management, and it has a yield on its indicated dividend of 2.6%.  Current dividend is $1 per share.  Invesco has a large institutional ownership of about 85%, 86%: so it鈥 well thought of by professional investors. Fans of IVZ anticipate its growth will outpace that of its peers due to the good relative fund performances of the assets  it manages.
The next one is one that my late wife, Inger, used to love to see come to the front door, and that鈥 United Parcel Service (NYSE:UPS). UPS operates in a duopoly with FDX in delivering merchandise and,  importantly, pricing may be getting a little better for these companies.  There鈥 a possibility that a holiday small-package [url=http://www.saclouisvuittonhomme.com]Sac Louis Vuitton Pallas[/url] surcharge is coming; tacking on fees for deliveries during the busy season.
So UPS provides us with leverage to e-commerce without being a retailer.  You might say Amazon needs UPS more than UPS needs Amazon.  So vis-a-vie FDX, UPS has a better profile in my opinion 鈥?more Europe exposure, less Asia exposure, less next-day air, more domestic ground deliveries.
They have a new labor contract in place. So labor relations look somewhat stable and UPS is now the cheap transport company.  The UPS network handles close to 6% of U.S. GDP on a given day.
Stock is now about $96-97. But it鈥 price target is about $110+.While UPS has a multiple higher than that of the S P 500, it鈥 shares are selling  lower than its historical premium.

The following editorial appeared in the Chicago Tribune on Friday, Aug. 1: A faltering economy. A plunging currency. Double-digit inflation. And now the second default on its national debt in little more than a decade. Argentina is in a terrible state. You might think that the architect of this mess, President Cristina Fernandez de Kirchner, would be reluctant to show her face in public - let alone hobnob with her fellow continental leaders. Nope. Even though Kirchner reportedly is unable to fly her official presidential plane abroad for fear that creditors will impound it, she made a trip to Caracas, Venezuela, last week. There, various Latin American leaders rallied to her side. At a summit meeting of the Mercosur common market of South American countries, Kirchner took a bow for her, um, well, we're not sure what for. Apparently all it takes to bring on cheers in Caracas is a thumb of the nose to global financiers - even when those financiers are in the right. Kirchner deserved a round of boos for the suspicions that financial markets now will apply not only to Argentina but to other debt-challenged Latin American nations. Argentina's latest crisis grew from its economic collapse of 2001-02. The country defaulted on nearly $100 billion in loans - the biggest default ever by a sovereign nation at that time. Millions of Argentines were plunged into poverty. After years [url=http://www.buycelinebags.com]Celine Bags[/url] of wrangling, most of the country's creditors agreed to a debt restructuring that paid them just 30 cents on the dollar. Some creditors, though, didn't play along. They had bought Argentina's distressed debt at a deep discount and refused to accept the restructuring. Saturday night brought a sold out crowd to Philadelphia s Citizens Bank Park for a performance by Billy Joel. And Joel, who has a reputation for giving it all in his live shows, did not disappoint.
Joel played upwards of 25 songs (a couple of those were more [url=http://www.louisvuitton-pascher.com/19-porte-monnaie]Porte-Monnaie[/url] like snippets of songs), including a five song encore. The Walt Disney Company (NYSE:DIS) is expected to report higher profits on Tuesday聽as 鈥rozen鈥?related sales boosted revenue for the third quarter in a row. The Burbank, California, company also saw help from the continued growth of per-guest spending at its theme parks, as well as broadcasts of the FIFA World Cup, which netted record audiences for ESPN despite a downward trend in summer television viewership across the board.
Analysts polled by Thomson Reuters expect Disney to book net income of $2.04 billion, or $1.64 per share, for the period ended聽June 30. That鈥 a 13 percent increase over the same period last year, when Disney reported net income of $1.89 billion, or $1.03 per share. Revenue is expected to rise 5.1 percent to $12.17 billion, from $11.58 billion a year earlier.
Disney will report financial results聽on Tuesday聽at 4:15 p.m. EDT. Bob Iger, the company鈥 chairman and chief executive, will lead a聽 at 5 p.m. EDT.

The program was set to expire this year after signing up 350,000 families and selling 30,000 subsidized computers but Comcast a few weeks back. Why? Because they re trying to and they want to get on the good side of regulators once again.
To further brighten their image, Comcast is launching another program that ll give those with outstanding bills a chance to re-subscribe to their services.
Up to this point, Comcast hasn t allowed those with unpaid bills to apply for service again until the outstanding debt has been paid. But that s all as Comcast will now forgive debts for anyone with a bill over a year old.
In the event someone has a bill that s less than a year old, they ll still need to pay it back in full although Comcast promises to work with families to set up an installment plan. Eligible families signing up for income-based service for the first time, meanwhile, will get up to six months of service free of charge (a $60 value).
It s a smart move on Comcast s part as it looks good in the eyes of regulators and could result in some new subscribers. Eating outstanding bills isn t that big of a deal either as they re not likely to get most of that old money back anyway.

(CNN) An American general was killed Tuesday after a shooter wearing an Afghan military uniform opened fire at a training facility in Kabul, U.S. officials told CNN s Jim Sciutto.

Methow Valley homeowner Steve Love says his dog was barking and horse was prancing and snorting to sound an alarm.
